Not sure why I struggle every time I try to apply. This time, it's a repeated error on the screen and I can't figure out the work around.

Generally a good suggestion but not in this case. One can only apply from within the Wallet app on an iPhone or in the settings on an iPad. No browser.

Are you connected to a network via WiFi? If so, perhaps try your cellular data???

Also, do you have a VPN running? I use one on my cell phone and on occassion it can interfere with the operation of some apps.
