VIP platinum discounts goes into effect 2 months (not 60 days) out, correct? IE today is 6/30. There is no 6/31; so the discount window for Aug 31st and Sep 1 reservations both start tomorrow 7/1? Does it hit at midnight? Eastern, user time zone, resort time zone?

Yes although there was a post that the clock isn't all that accurate right now so a 30 minute lag has been reported.
