if this was discussed elsewhere, kindly point me in the right direction. Currently, I am looking at buying a Fixed-Week-7 2-bedroom West Village at HICV Orange Lake. That is the perfect week for my wife and I to go to OL, but let's say we decide to go to some other resort and NOT pay $0.20/point to convert to HICV points. RCI takes them and the week becomes TPU. But, is there a way to convert the TPUs to RCI Points?

You can't covert TPU to RCI Points, however you can deposit a week into an RCI Points account if it is an RCI affiliated resort and they will give points based on this grid. There is a $39 fee to deposit.

If you are buying and want RCI Points at that resort it's best to buy one already converted. If you try to convert a weeks to a point resort it wii cost quite about.

I believe HICV resorts are RCI Points affiliates... if so, you won't be able to do Points For Deposit (PFD)

This is true. We had a fixed week at first, then we converted to HICV. If you and your wife like OL you don't need to convert, if your week is a fixed week not points, you can bank with RCI weeks. But since you bought it to stay Week 7 is a perfect week at Orange Lake. They will try to get you to convert to points, but you don't need to do that. If you are planning to stay at OL mostly then don't get swayd to convert to points. Enjoy your week 7.

As an update, I am basically being paid by SumDay Vacations for an East Village Week 18. I paid $0.99 for it, once the transfer is done the transfer company will send me $250. I bought it on their site, there are a few other resorts (not just HICV) where it costs less than $1.00 (with sellers paying transfer fees) AND a couple where they pay YOU to take it off their hands!
