New requirements for external exchanges

Having to pay all 2013 owner fees NOW in order to LIST my weeks on II for exchange seems to be a bit of penalty particularly if the exchange request does not happen. Anybody else feel this way?

In short - it's to prevent deadbeat owners from using their TS for an exchange and then defaulting on the MF the next year. I will save owners money in the long run, because when an owner defaults on the MF, our MF's have to go up to cover it.
