New Buildings everywhere in Vegas

It has only been a year since I was in Vegas and there are so many constructions that I didn't see last year.
Can someone explain which new buildings are going up?
I saw something right next to Bellagio and I thought Polo Tower used to be there. Is that Westgate TS? I saw Encore for the first time and it looks alright. I also saw some buildings by Caesar and by MGM.
So many buildings but no workers. Is it empty because it was holiday that no one was working on Monday? Actually I saw about 4 construction guys working.

I'm surprised there's anything new within the last year. We were there last year (go annually around Easter):

- Westgate Towers still being built
- MGM (citywalk?) is a big project across the street
- Echelon (old Stardust) was up & running last Spring, but stopped work during the Fall.

I'm not sure construction projects would have MLK day off. Wouldn't surprise me if many are in indefinite stoppages.

Between Bellagio and Montecarlo is the massive City Center project. Construction on it started a couple years ago.

Were you thinking of The Jockey Club next to Bellagio? I think the JC is surrounded by the new cosmo something. Polo Towers is across the street and down aways toward MGM.
