It means those are the weeks that are considered your home weeks and you can book them with HICV at 13 months without a booking fee. If you don't book a home week (odd years) you would receive 71,000 points to use within the HICV system starting at 10 months prior to check in.

You should consider the maintenance per point on such a small amount of points 71k points every other year is a $1191 which is 1.6 cents a point which is extremely high

71,000 will not get you a 1bedroom unit in prime time. It is not a lot of points, but you need to look at the points chart and see if it will meet your needs. Can you travel off season or stay in a studio? You may need to purchase a higher point contract to go on the kind of vacations you want.

You need to shoot for 108k for a 1gr and 150k for 2br. You won’t be happy with 71k.
