More RCI Weeks Going to "Outsiders"?

We're at Summer Bay Resort in the Disney area this week, and I was chatting with a lady from Nova Scotia at poolside yesterday who indicated that she pays only $139/week (she has a 2BR this week) for RCI resorts as part of a perk offered to her as a Century 21 real estate agent in Canada. If RCI can offer those kinds of deals to outsiders (non-members), then why are we, as members, having to beg to keep our Last Call inventory around? It just seems wrong.

RCI's Vacation Certificate program offers vacations in areas where we have plentiful surplus and last minute availability. The certificates are offered to partners such as Century 21. These are often used as sales incentives. Since Century 21 is a Cendant company, it makes sense to use these relationships to mutual advantage.

The certificates are not tracked once they are purchased by the partner business. They may be discounted below the price that was paid to RCI for them originally and even provided for free to clients or employees for promotional purposes. Those folks my in turn sell them for whatever price they wish. A price of $139 seems suspect to me as one that RCI would have set for a certificate.
