No - the taxi union is extremely strong there and they have never been able to do the pick-ups.
I will send you information for a taxi driver that we use in ACA when we get home - we are in PV. He is not the cheapest, but speaks great English and is Johnny on the Spot. He was willing to stop the Mega before we went to the resort and once when our flight was 4 hours late (so it was 10PM), he was there when we got there. We used him when there were 9 of us at the GM back in 2007 and in 2011 when a friend and I went to ACA. Mike said we could go anywhere we wanted as long as Edel took us.
