If I find a renter [owner] willing to call for me, when are owners of floating weeks able to start calling in to request weeks for 2010? Is it the same for the older ocean club units as for Napili and Lahaina? Thanks in advance.

Call at 9am eastern on the Thursday one year in advance of the date you are looking to book.

For example call January 1, 2009 to book check in on for January 1, 2, or 3, 2010. Follow that logic for the week you want in 2010.
