Since Marriott has gone to the point system, can they be bought on the resale market and how much?

YES they can. Usually you can find them for $3 to $4 per point. Additionally, you will have to pay $3 per point to Marriott to activate your used point purchase.

You may want to consider renting points if you don't buy them. Try looking at Vacation Pointe Exchange, website below:

We did a deal for about $5.50 a point including the Marriott junk fees. The contract was written to include the fees in the selling price.

After a resale purchase, are these points subject to any limitations? Or does the $3.00 pp fee allow them to be legitimate in Marriott's eyes?

Resale points are severely limited -- until the $3/point fee is paid, at which time they become completely legitimate.
