I would like to add to my miles before the change in Marriott's point structure. Can you still send the hotel part back and keep the miles if the hotel part doesn't quite work for you?

Yes, you can - at least until January 15. Beyond that, it's anyone's guess as to what the rule will be.
However, the credit for redeeming the hotel part of the Travel Package is only about 10,000 points, depending on what hotel category certificate you redeem.
