This map shows a black dot denoting 2 bedroom non-lockoff units. The image that I have seen is blurry enough that I can't make out whether the penthouse ocean views in the Naia tower have a black dot. So, my question is whether the penthouse ocean view units in the Naia tower are lockoffs? Thanks

Which tower is the Naia tower?

The tower closest to the lagoon. You can see many black dots on the map because most of the units are non-lock off.

As far as I know, all 2br penthouse OV are lock offs.
