Marriott Aruba Ocean Club charging renter occupancy tax

I helped a work colleague who does not own a timeshare find a week to rent at Marriott Ocean Club in Aruba. He arrived Sunday and when he checked in, he was told that he had to pay occupancy tax. I have rented from owners at the Aruba Ocean Club and Surf Club many times and have never had to pay taxes. does anyone know anything about this?

The occupancy tax typically is a city or county tax. Every Marriott timeshare I have stayed at has charged this tax. My stays have been as an owner and an exchanger. However, I have rented my week and know my renters also pay this tax. I believe this tax is charged on every unit for every stay. It's the same as a hotel tax.
