Does a timeshare have to have a copy of a signed sales contract in order to prove that I owe them yearly maintenance fees.

I think it depends. Is there a deed in your name? Have you paid and used (or not used) the MF's in the past? I think they have other ways they can show that you are the owner/member responsible for annual fees.

If on the other hand you have proof/evidence that the timeshare was transferred to you without your knowledge or permission you should provide that to the resort.
