Concerning an ownership I purchased in January

I asked a fairly simple question by email and got a fairly long email response from OS. There was this mention that caught my eye "Since the full value of your Two Bedroom Lock-Off Villa at the Sheraton Vistana Villages for your 2019 Use Year was available at the time of expiration, you may request a late assignment for use as an External Exchange through Interval International. Please be aware that there is a transaction fee of $149 per week, and this may only be requested with Owner Services by phone. "

Does this mean that previous owner did not use the SO from 2019?

Yes, but be aware that Vistana often goofs up during the transfer, but it's certainly worth a try!

Do banked SO normally transfer upon the change of ownership? I was under the impression that they are lost.

They aren't supposed to - that's why I said it may be a Vistana goof up.
