Does a “Last Call” search only show resorts that cost extra money? It looks like it should also show points resorts with check in times within the next 30 days, but it does not.

Last Call vacations are clearance-priced vacations that are typically available less than 6 weeks before check-in. The accommodations are at the same great RCI® affiliated resorts, with the same great amenities, as other RCI Exchange or Extra VacationsSM Getaways.
NOTE: Last CallSM vacations are paid for with cash. You do not have to exchange your deposited week to book a Last CallSM vacation.*
Points are different,

For the reduced price instant exchanges you search in the regular points section not in the "last call" section. Last call is a cash only option as Ron said.
For the reduced points option you can just search for the month or two from now to see if there are any discounted deals. Example if you want to go in the next 30 days then search in April and May's inventory for the 7500-9000 point deals.

No "Instant Exchange" Points Discounts For Points Timeshares.
Also, since we started with RCI Points (2005), straight-points exchanges have always required the full points value even if the reservation is made today for check-in tomorrow.
Instant Exchange (9,000 points or fewer for a full week when the reservation is made within 30 days of check-in) is strictly for points reservations at weeks timeshares.
Go figure.
Last Call has always -- i.e., since we started with RCI (2002) -- strictly been cash only.
