I have submitted my resort for a points offer twice in the last 2 weeks and have not received a response. Has anyone else had this experience? Are they getting out of the exchange business?

I just made two exchanges so I don't think anything has changed. Did you go to their webpage and log-in and look in your mail box?

No messages and no email response. In the past, I had always gotten a response within a day or less.

OK I found it - it is under "my account" - In the past they sent an email

I check Redweek's exchanges frequently, and they have definitely been adding new exchanges lately. However, I haven't found much of interest lately. (They've had a lot of way off-season stuff in Europe, that sort of thing.)

Still a "work in progress"...

RedWeeks' exchange program is alive and "well" although, in my opinion, still doesn't demonstrate sufficient consistency (or accuracy) in valuation of weeks. It's great that the system is upfront and transparent --- less great that valuations of weeks are inconsistent and all over the board.
