There is a lot of differing ways to have the free breakfast. Like, having the attendant be the server. Or pre-packaging the food and handing it to a customer. Or making sure the person going into the food area has a mask and uses hand sanitizer before stepping foot in it.
I am a truck driver, during the deep dark part of the pandemic, truck stops made it where customers could not do self-serve. Want a drink or a hot-dog? Order it with the attendant. If the customer has a cup already, the attendant would put the drink of choice into their cup so he/she could put it in their cup elsewhere. And they all erected "glass" (I'm guessing acrylic or clear plastic) between the cashier and customer. Many in states who are in a certain phase of reopening are allowing customers into the food area as before, but they are keeping the barriers up between cashiers and customers, I have a feeling those may stay ("New Normal").
