From taking a quick look, it seems like II has lower fees.

e.g. annual fees, exchange, guest fees, etc...

II does have lower fees, but RCI and II are affiliated with different resort systems, so which one you choose really depends on where you want to go.

I think Snorky is Marriott Cypress Harbor II/RCI

Don't forget: Marriott Preference. Pretty sure this no such thing in RCI.
