EES is not a "requirement" you have to "meet" and is not the same as ETIAS, which hasn't started yet either.

EES is a tracking system that will use biometric data. You won't have to do anything in advance; you'll be scanned and registered the first time you arrive in the EU after implementation, currently scheduled for May 2025.

ETIAS is the advanced travel notification that will be required, such as the US has required from visa-waiver countries for years. You WILL have to register in advance, and pay a €7 fee (but no charge if you're under 18 or over 70). ETIAS is still scheduled "in 2025," although it's been scheduled "next year" since 2021.
