Several people are angry about II or their timeshare systems. I'm actually quite happy with II. I had deposited a June 2020 Vegas week in July 2019. Most likely that week will go unused. I exchanged the Vegas week for a week in Spain this year. I used e-plus on that exchange for a spring break week next year. I had an II exchange for Westin Nanea for Aug 2020. I had e-plus and got a week for next July before the 60-day flexchange deadline. I still have an opportunity to use that exchange for something nice next year. I have a thanksgiving exchange that I will e-plus out > 60 days before check-in even if I can travel. I think there is plenty of inventory out there so I can pick something up.
Yes, I lost my Spain vacation and Hawaii vacation but it is not II's fault that I cannot travel due to Corona. It's not my fault either that the week I deposited will go unused and they haven't penalized me for depositing a week that will go unused. I did not wait until I was within flexchange to e-plus these vacations. I felt there is no reason to wait that long right now.
I find II's behavior quite rational. People are depositing Marriott weeks within the next 60 days that will go unused. It makes sense to restrict their exchanges to within 59 days of check-in. I don't know if these people realize that these weeks will go unused. If they deposit 61 days, I think they will actually be coming out ahead. Those weeks out there are not worth anything. Why wait to deposit or e-plus your week within 59 days of check-in? If you decide to travel, there is plenty of inventory out there. II even deposited a free AC in my account because they want people to use that inventory.
I do not have any RCI exchanges until next year so I can't comment on RCI, but I will continue to use II with e-plus.
