How Come I didn't Get My Internal Trade Yet?

Hi Madge,

Two people own identical units in the same building at a resort. They own the same fixed week and go by the same float week schedule. "A" deposits her red float week before "B" does and initiates an exchange. A & B are requesting an internal exchange for the same week using the same red float weeks. "B" has already received two exchange offers, while "A" hasn't gotten any. "A" has even asked about 1 bedroom units (despite depositing a 2 bedroom) and none are available. "A" realizes that right now there just may not be any availability, but how come "B" got first dibs (twice)?

Two different RCI VCs have no idea why and admit it doesn't make sense. Both confirmed that "A" has done everything right. Do you have any insight?
