I.e. when I see an ad like this :

  • Resort Name: Hilton at the Flamingo
  • Use Type: Annual
  • Use Year: 2020
  • Week #: Float
  • Points: 5,000
  • Season: Gold
  • Ownership Type: Deeded
  • Maintenance Fees Approx.: $1274.26
  • Taxes: Included in Maintenance Fees
-----

Does this mean I get a week floating at the flamingo, plus 5000 points ? Or the 5000 points is the value of that week that I can use anywhere in the HGV system ?

No this is how nearly all of them are listed/described. It’s either/or. Either you can reserve your your Home Week at said resort each year OR you use 5000 points wherever.

With HGVC, you are dealing with both a flex-week system ("home week")
& point system (club booking), which doesn't fit neatly into sales formats.

The flex-week part: You can book a home-week in the same size+season
as yours, for the TS's exact points, starting 12m out from your desired week.

The points part: Or, you can make a club booking at any resort, for any size,
and any season, with a 3N min, starting 9m out.

You get a week in a deed which is mostly just to show you the size+season.
It is not your week to use. In lieu of that week, you are given the points that
represent its size + season.

Clear as mud?

Talent did a great job with the explanation. Another way I have heard it explained is that with HGVC, you don't buy points, you buy a week that is worth a certain number of points. The point value is determined based on the resort, unit size, unit type (Standard, Plus, Premium, etc.), and season (Platinum, Gold, etc.).

Clear as murky water? ;)

I can't speak for others but I caught on the the clearness of the mud or murky water when I first bought the HGVC system and played with the system on line. We bought a couple of 1 BR(4800 point) weeks in Miami South Beach in 2006 with the 2006 maintenance already paid and the 2006 points not yet used. When I started planning the use of my points for 2007 I noticed that I had enough points for a 2 week vacation in March 2007 in the 1 BR that we bought in Miami South Beach with lots of 2007 points left over. So I thought what is the only place that is as warm or warmer than South Florida in the United States. So from the 2007 points I booked 2 weeks in the Hilton Hawaiian Village in January 2007, 1 week in a 1 BR Plus Ocean view for 6200 points and 1 week in a Studio for 2200 points. We then bought more and more Hilton Timeshares until we had 34,600 points which gave us enought points.to vacation starting in Janauray 2009 for the entire winter at the Hilton Hawaiian Village in a Studio.

I would note an exception to what you wrote is Event Weeks

As my Ocean 22 Event Week (July 4th) is booked by by the Club 2+ years in advance. It is a guaranteed Home Week that I need to cancel to use the points elsewhere and make the week available to other Club Members.

Muddier?

Let's confuse the newbie some more...
There are also independent resorts affiliated with HGVC where you only
get points if you join HGVC and you elect to add the TS to to the pool.

At Elara, there are Westgate owned units that don’t have points associated with them.
