The AI has always been optional for Royal owners and their guests/renters, but mandatory for II exchangers. Does this mean that they'll move to RCI from II? That would be a loss (although not as much of one since they went AI, I have to say.)
"Always" = "Not True." We have stayed several times at the Royal Islander via both trades and direct bookings. We were never forced into an all-inclusive program.

I am looking at HICV online and do not see how to reserve a unit? Mexico does not even show on our options.

You can call HICV and book. There was a lot of availability when I checked for early September and May 2024. All inclusive is optional. I only checked on Sands only. They pulled inventory really fast.

Royal Islander has never been mandatory AI, nor was Royal Caribbean or Royal Cancun. They may have had optional AI. Only Royal Sands has mandatory AI for non owners starting at some point in the last 10-15 years. I think @amycurl may have been thinking about Royal Sands when making that post.
