HGVC Estoppel letter?

I did a search but didn't see the answer I was looking for: what is the process to get an estoppel letter from HGVC to confirm deed details?

Does the Deed owner have to request it or can a broker / potential purchaser?
Does it still cost $95?
How big of an effort is it to contact HGVC to get this and how long does it usually take to get the official letter?

This is usually facilitated by whomever is performing the closing paperwork.

Many will have it already or it will be in the closing process.but if the purchase agreement doesn't match the estoppel, then you can pull out.

Mine have all been part of the closing process.

When I found a resale that I wanted, I asked the seller to request an estoppel letter. He got one and sent me a copy. I also looked up the county records a paid to get a copy of the deed. Everything matched up, so I bought it.
