This would not be so great for a timeshare exchange, but for someone wanting to get around and see multiple cities and towns within Germany, it would be great. Although more remote sites like many castles might not be doable, some will. Indeed, there is one palace in the countryside out from Dresden that one can reach by a narrow gauge steam train that is still in commercial service.

To see what could be done this way, it would take a good timetable. The Deutsche Bahn has one online, but I find the printed timetables for European trains much easier to use in planning trips, especially the maps. I wonder if anyone is still publishing them after the British travel company Cook's which for decades published the wonderful Cook's European Timetable, has gone out of business.

We used the 9-Euro fare last Summer for two excursions from Munich.
It also helped a bit with Lufthansa's air-bus to the Munich airport.
