They did this in NorCal after the deadly fires here. They went overboard, people complained LOUDLY, they pulled it way back. It probably sounds far worse than it will be but I don't hold Maui as any good example of clear thinking in pretty much anything, so could be rough. In the early days, they might go overboard to show the tourists who is boss.
Probably part of the legal settlement.
