Hawaii Quarantine - Single use room keys and no rental cars

In the face of a continuing stream of visitors most Hawaiian hotels have agreed to issue single use room keys to incoming quarantined guests. Also, I have read elsewhere that incoming visitors will no longer be allowed to rent cars.

I know a young woman is headed there in a couple days. Her husband has been stationed in Guam and is going to be stationed in Hawaii for a few years. He was supposed to go look for a house to buy over there the first week of April. He finally got the green light to go over there and she's going to for an extended trip (bought a one way ticket). She told me that they have to stay inside (hotel on base) for 14 days and that food can get dropped off at their door. She doesn't know if they will be allowed to leave the room to do laundry during the 14 days. As soon as the 14 days are up, they can go house hunting. I know that this is something they need to do now for logistical reasons, but I don't see how anyone could stand the thought of going there for a vacation under those conditions.
