Hawaii is arresting tourists who break the state's mandatory 14-day quarantine to go to the beach

They have been doing that since the quarantine went into effect. I have read that they will take a few more steps in Hawaii. Not let new arrivals rent a car until their 14 day quarantine is over. Require hotels to issue one time use key cards. So if one leaves the room they have to get a new key card.

Why would anyone want to travel there unless staying for a month or more?
