I don't know what is considered phase I at Harbour Lake, but according to the Spring 2015 newsletter, they were going to be doing soft goods refurbishment on buildings 10, 12 and 13 in September.

Was just there and boy does it need a refurb.
Maintenance came by to replace a lamp shade as the previous stay had mentioned it was dirty.
He mentioned that he was not sure if they had a replacement since they were going to throw everything out in January.
They were replacing Toilets (From single handle to the two button ones) while we there. Not in our unit, but they had the new and old ones sitting out in front of the path to the pool.
This was Unit 29.
They mentioned January start for what that is worth,
