Usually if someone else is traveling with me but will be there first I call the resort and they kindly add their name onto the reservation. The Galleon told me NO that my brother (same last name) could not check in and I would have to call RCI and purchase a guest certificate.
A total waste of $89!!!!!

I get that it is a junk fee, but it is one of the things you agree to when you sign up and exchange or book through RCI. Them's the rules...

Perhaps you could call & speak to a front desk manager to see if they would allow your brother to check-in before you, IF he presented proof of your I.D.
Then, text or email him a photo of a valid I.D. (like a driver's license etc.), for him to provide on check-in.

Try that & you may not waste $89
