If you buy a westgate timeshare resale you will only be able to use it at the property its deeded at. The fees will be too high to justify doing anything else. Now westgate will offer you ways to 'upgrade it to be considered an owner with normal westgate benefits, however the lowest I have been offered for that is $5k

plus some westgate if it floats you can only book 2 months in advance leaving with slim pick'ns of the weeks available I believe.
