Fixed week EOY Wyndham question

A few in S and VA, a single resort in NC, MD, PA, and UT, plus Jamaica and the Bahamas
If I am purchasing a fixed week biennial even Wyndham resort (not converted to points) would the MF's for 2018 be billed on November 2016 and November 2017 (before use year) or would it be the year before and then the following year?

Fixed weeks are billed in advance, so it should be 2016 and 2017.

If it is like mine, you pay in 2017 and 2018 for 2018.

Fixed week conversions in CWP are billed a year in advance. However, straight fixed weeks are billed in whatever manner that resort was set up. At Dolphin's Cove, I pay quarterly, with the first installment for 2016 due on 12.1.2014 and the last one due on 9.1.2016. I understand some other resorts are billed yearly. I don't think any FW resorts bill a year in advance, but I could definitely be wrong.

So, at Dolphin's Cove, I pay 1/8 of the Use Year's maintenance fee every quarter, paying in 2015 and 2016 for 2016. If I reserve a unit before the beginning of the use year, I have to pay up the full maintenance fees at the time of reservation. If I reserve during the use year, my MF just have to be current.
