As bad as this sounds - and it does sound bad - why wasn't the Navy also performing tests on the received material in order to verify the strength (or lack of same) of the material?

Way too much power in the hands of one person. Is she the only one who ran these tests? Someone in the lab must have known about this. They test their product, give the failing results to the boss, and the product ships - go figure.
