Extra fee for cleaning when staying more than a week

Westin Lagunamar charges $40 (used to be $30) for end-of-week cleaning when you stay more than a week. Two questions:

1. Does anyone know the rationale here? I would think that staying more than a week saves Westin money, as they would need to do a full turn-around cleaning were you to stay just one week.

2. Do any other Westin resorts charge this fee? How about other resorts?

My understanding is that you get one cleaning for each week/unit you own, and after you use those cleanings, you have to pay for additional cleanings.

I think you are entitled to one full cleaning service per week owned (two if you own a lockoff and use each side separately).

Your villa will receive a complete clean prior to your arrival and a midweek limited-service tidy at most resorts* if you are staying at least seven nights. If you are staying for more than a week, an additional housekeeping service will be scheduled during the check-in process. Midweek housekeeping service is not provided for stays less than seven nights. Additional housekeeping services are available at a fee and may be arranged directly with the resort. Additional housekeeping fees will be automatically charged to your villa folio for two or more reservations made within a single Use Year associated with a single ownership interest.

Example: You own a 2-BR WSJ Bay Vista unit that doesn't have the lockoff feature and is worth 148,100 SOs. You convert to SOs and manage to book 3 weeks elsewhere by taking smaller units and/or traveling in off-season. You would get charged 2 housekeeping fees.

We've stayed two weeks in the same unit before and have received a pretty thorough mid-stay cleaning on the middle Saturday (new sheets, new towels, new coffee and laundry supplies, etc). If you're staying 10 days, they should be cleaning on both Saturdays (or whatever check-in day) and have to clean again when you leave, so it makes sense, I think.

When you say more than a week, do you mean two full weeks, or a full week plus a few extra days? You should get a free cleaning for each full week. Partial weeks are subject to a cleaning fee, typically $40 (at the other Starwood Resorts I've been to, never done extra days at Lagunamar). I think the fee for partial weeks is standard Starwood, based on all the other resorts where I've done this. I think the theory is the owners cover the cost of one cleaning per week, which you also paid for in your maintenance fees at your home resort. If you stay a partial week, then they assume someone else will use your remaining days and each partial week party pays part of the cleaning fee for that week. One cleaning per week, per unit, is included. Something like that. When you split a week, there are two cleanings that week, which costs extra, and you pay for it. That ONE PACK of dishwasher detergent they give you must be worth $20 of it.

I'm here at Lagunamar for a 2 week stay. Arrived last Saturday. Had a tidy on Tuesday and another one today. I think I am entitled to another tidy next Tuesday. ... eom

Was at WLR over Christmas/New Years for 10 days. I own 2 units there and used the studio side of one 2 BD LO for the extra days.
I had one tidy up on Wednesday, a full cleaning on Saturday. No replenishment of laundry detergent, dish soap or coffee. No additional cleaning fee.
I called housekeeping and was told the laundry, coffee etc. was a courtesy and given once per stay. Not a problem as we bring coffee and had 3 units. Again no fee.

That is our arrangement too, except that we arrived Saturday for a stay of 13 days. It sounds like the "partial week" explanation offered by Sea Six is the rationale I was seeking. Our 91,000 staroptions did not quite stretch for a 14-day stay.
