Exchanging Festiva Units: How so I get their posted exchange rates when depositing with I.I.?

Whenever we get a Festiva unit to deposit in Interval Int., Festiva charges our points balance as if we were to stay in that unit. This seems fair, but Festiva presents a table that says exchanges cost less. What's up here? Why can't we exchange for the points shown in that table?

A few in S and VA, a single resort in NC, MD, PA, and UT, plus Jamaica and the Bahamas
It may be that you can reserve and deposit an actual unit or exchange points directly. Can you cut and paste the chart?
