It's been a long time coming, but we were pleasantly surprised to be informed at check-in this week that the owner's lounge at Elara Hilton Club is now open.
Daily from 6 AM to 11 PM (I think)
Breakfast is served daily from 7 AM to 11 AM.
Permits are still in process, but they are expecting to have the evening happy hour up and running by ~July. Enomatic wine dispensers are standing by for the green light.

Initial impressions: Pleasantly surprised at how nice they've made it. It's kept clean, tidy, and well-stocked with snacks.
The breakfast food and presentation were the standouts. I was half-expecting the breakfast to be Hilton standard frozen- or slice-and-bake fare, but no! The hot food is made in-house -- real eggs, not powdered -- tastes like they put effort into it, and the menu rotates daily. The staff in the owner's lounge moved there from the pool restaurant, so they have a lot of experience.
Overall, so far, so good! The Elara is already a quiet property by Vegas standards, but the lounge offers a reprieve from the hustle. The all-day coffee, tea, soda, and water is a nice perk. The (actually good) breakfast and soon-to-be happy hour are added benefits that save you from having to cook in your room or pay Strip prices for breakfast every day.
