Here's the info I want an opinion on:

Bidder Information
Bidder: (17)
Feedback: 100% Positive
Item description:
Bids on this item: 1

30-Day Summary
Total bids: 2
Items bid on: 2
Bid activity (%) with this seller: 50%
Bid retractions: 0
Bid retractions (6 months): 19

I was watching an auction for a week that I would be interested in acquiring if I could get at the right price. The auction didn't have any bids, which isn't that unusual because most activity comes at the end of an auction. Then this bidder shows up. I removed the item description and bidder name. 19 bid retractions in the last 6 months? Could this possibly be legitimate, or a shill?

maybe, maybe not

Could be a shill.

Could be a flake.

Regardless, it highlights the importance of bidding only what YOU think it's worth - don't chase this bidder just for the win. If you are outbid by a flake or a shill and the auction implodes you may get a second crack at the property.

And if not, hang in there - another great deal will soon be on its way!

19 Bid Retractions is not a positive sign. I'd Have to look real close before buying form this group /person.
