Disneyland opening?

So Disneyland is expected to open in late April but they are saying it will open only at 15% and only to people from California What about owners staying at the Grand Californian?

How is this expected to work?

I'm asking because we will be in SoCal the first two weeks of May and had hoped to maybe visit Disney but it looks unlikely

You can stay at the hotel, but as a non-California resident you can not visit the two theme parks.

I don't think it will work for you that soon. There's speculation that the area will drop down to the orange tier and that could make capacity 25% and perhaps they will open up to visitors from a larger area. I don't see that happening within the first few weeks of opening, though.

15%?!? Why would they even open at this low rate? Seems they would spend more money running the park than they can possibly take in revenue.

They'll likely have only some things open but not all. It'll also give them a chance to get things working and in order anticipating larger crowds later.
