Cape Cod is primarily a summer destination (plus a couple of Fall foliage weeks in October). Week 36 on the Cape is considered off-season. True, it includes Labor Day weekend many years but a lot of schools are back in session by then, or about to start that week, thus families with children are not likely to choose this time for vacation. Many beaches, restaurants, and tourist attractions close for the season around Labor Day.
September is often rainy and cold, and is also within the prime hurricane season.
Unfortunately it's not a great trader either. There are numerous Cape Cod September weeks available as "Last Call" or Getaway weeks through RCI and I.I. for a couple of hundred dollars--far less than the maintenance fees owners' pay.
There are many nature lovers who enjoy the Cape after the summer crowds are gone. And the weather can be delightful. You just can't count on it.
On the other hand, Week 32 is a very prime week. Besides being a very popular summer beach vacation destination, there's some sort of annual biking event (not motorcycles--"real" bicycles) that takes place the first days of the weekend. This makes it a high demand rental or trader if you cannot use it yourself one year.
