Seems late to me. Years ago, I took my kids on Amtrak to DC (Great trip!) It was Spring Break - so, the end of March, and unusually warm. The blossoms were in full bloom then and it was lovely! So, catching them is totally random, and these headlines do not seem well-researched.

I had done my research in advance and learned of a river cruise down to Mt Vernon. That was perfect! To enjoy the water on a hot sunny day! Not to mention the visit to Mt Vernon :)
