CDC requests public input on return to cruising

“On the heels of extending the No Sail Order for cruise ships until Sept. 30, the Centers for Disease Control and Prevention (CDC) put out a request for public input on the resumption of sailings.

The CDC said the input may be used to inform guidance and preventative measures related to cruise travel.

The 28 questions may be indicative of some of the restrictions the CDC might be considering, such as should cruise ship operators limit shore excursions; should cruise ship operators decrease the length of voyages and, if so, by how much; and several questions about reducing capacity, cabin occupancy and whether crew members should be provided single-occupancy rooms...

...Comments, accepted until Sept. 21, will be published in the Federal Register and part of the public record.”

I still don't understand why the CDC has control over cruise ships, when
they seemingly have no role or at best a peripheral role in everything else.
Maybe it's the one area where they don't get any blow back from others.

It seems the CDC has control over everything as this situation is disease control.

At this time, being stuffed on a Cruise liner with folks who originate from god knows where and one Covid case infects the entire ship real fast just doesn’t appeal to me. At least if I travel to a foreign land and have room to move, I would feel much safer. At least I can move away from folks when I’m on a beach. Not so with Cruise ships.

I think that this fits under the APA for federal rule making. The questionaire/questions asked are quite long and I would expect that the responses will be mainly corporate but I think that I will weigh in a bit as I have not been impressed with the critical thinking on Covid-19 - i.e Garcetti (LA mayor) and wet sand v. dry sand for safe beach activies.

How does the CDC have any control over ships that are foreign flagged and registered?
