I have a 2BDR booking at surf club in late feb. Can’t travel. If I cancel this now can I still get mvc point elect value or is it too late ? Presidential level.

Presidential election deadline is Oct 31, so you would be good to go.

What was meant is if you're at Presidential level or above you have till October 30th. If not, you missed the Sept. 30th deadline.

That said, you have a few options-
If you still want to go to Aruba, you can call Marriott and see if there's something else in your season.
You can rent it for close to double your MF's.
Lastly, you can deposit it into II. I'd lock it off and deposit both sides. Great trade value in II.
