If I buy a deeded week on Redweek will that week be assigned a certain amount of points that will count towards my MVC status? I understand that I will not have the option of opting for points annually for the week.

No, deeded resale weeks aren't automatically enrolled in Abound. So there are no Club Points associated with them and thus don't count toward Owner Benefit Levels. You can enroll ineligible resale weeks with a large purchase of new points from MVC.

After purchasing a deeded week on the secondary market (i.e. Redweek, etc.), can that week be combined with a Marriott purchased week to get 13 month consecutive booking reservations?

Yes, as long as you are purchasing a week in a season that allows for the weeks to line up correctly. This may not mean the same season, ie gold and gold.

A few in S and VA, a single resort in NC, MD, PA, and UT, plus Jamaica and the Bahamas

In addition to no points, if you wanted to exchange with that week you would have to set up and pay for an additional II account if you don't already have one that is separate from your Marriott corporate account.
