Low maintenance fees are at Bali Hai, Steamboat Springs (rare), South Shore/Zephyr Cove (also seems to be rare now), Panama City Beach, National Harbor, Canterberry, certain Kingsgate conversions.
Lower than average would include Great Smoky Mountains, Grand Desert, certain other converted fixed weeks (prime season lockoffs, generally).
Close to average would include CWA, Bonnet Creek, Ocean Boulevard, etc.
There are a few other low cost locations but they don't come up very often.
Just be aware that the competition for lowest mf contracts is high. which tends to push prices for these contracts much higher than you might be comfortable with
