Borrowing points

If I wanted to borrow points from 2017 for use in 2016 do I need to pay the 2017 maintainence fees before I do this. I will have already paid the MF for 2016. Thanks.

That depends... If you own at a true HGVC developed resort you won't need to prepay. However some of the affiliates, such as Bay Club will require you to prepay.

Where is your home resort?

I would be surprised if you were ever allowed to prepay because the future year's fees have not been assessed yet.

For Hilton, using your points early means that you will pay the 2017 price (almost always more expensive because of inflation and based on expected 2017 costs) and Hilton only incurs the 2016 cost. It is a windfall for Hilton, but a nice benefit for users. It seems like Hilton realizes this, which is why it does not charge for borrowing, but does charge for just about everything else.

Bay club does not require prepay.

this is a new change. In the past I always had to pay my Bay Club account before I did anything with the points but this year I was informed that I did not have to.

I would be surprised if you were ever allowed to prepay because the future year's fees have not been assessed yet.

They had you pay the previous years amount and then the bill sent out in December would reflect whatever the new increase was.

If you book online, the system takes what you need for that stay, automatically.
As others say, if your TS is a HGVC-affiliated resort, it depends on the affiliate.
