Borrowing points question

Had a weird situation and wanted to know if the call center was correct.

1. I have more than enough points to make a reservation of 480 points that is within 60 days.
2. But since my CUP period expires in April, I wanted to leave myself enough points after booking, so that i could have 480 points remaining when inventory is dropped in February 2020 for a reservation in 2021. I would only have 440 after booking the aforementioned reservation in #1 and given the time frame, I would not be able to borrow to book that reservation.
3. I wanted to borrow 40 points from next year to do this and book the reservation in #1. I was told I couldn't do this because I had more than enough points in my balance to cover the booking.

I told the agent that I see nothing in the rules that prevents this, but was told the system will not allow them to do this. I believed her and ended up booking the reservation, but now am left with a residual balance that will be challenging to use with the existing vacations I have planned for the year.

Curious if anyone had run into anything like this and if they had a different experience from me.

Unfortunately, in my experience this is the way it works. The only time I've been able to borrow points is when the reservation was within 60 days AND I didn't have other points available.
