The new law on ticket pricing doesn't change the luggage fees - it only means they can' advertise a stripped down price anymore. The airlines will honor whatever luggage fee schedule was in place at the time you booked your ticket. Go to the airline's website and search. Often you will see "Tickets purchased after MM/DD/YY and before MM/DD/YY" - with a fee schedule.
Keep in mind that a lot of airlines don't charge 1st bag charges for international flights either. I believe Delta and United fall into this category. Failing that, see if you have (or want to apply for) one of the airline rewards cards. I recently got the United Mileage Plus card with no annual fee for the first year because it would save me a ton of $$ in baggage fees for travel I have this year. Plus, you can rack up miles and hope for a free ticket on an upcoming trip!
TIP: Know in advance what your baggage fees are, especially if you purchased them a long time ago and are under a grandfathered clause. We had an issue on AA back in 2008. No ibaggage fees when I booked, but then the policy was changed. Departing the US, the ticket agent knew that and we were not charged. Leaving Turks & Caicos, the ticket agent was nasty and said I had to pay. I explained the policy and she wouldn't budge. So I paid it, and wrote a letter to AA customer service when I got home who promptly refunded the fee with an apology.
