I hope this info saves someone some hassle:
We spent a long weekend in Cabo a few weeks ago, and bought 2 bottles of Kahlua in the duty-free shop in the airport. It didn't occur to me, since we were already inside security, that this would be a problem...but I forgot that we would have to go through security again in Houston when we connected to our flight home.
We could not take the Kahlua onto our connecting flight...we had to go check one of the carry-on bags. Thank goodness we had time enough to do that.
I have since checked the TSA website, and it is very clear about that rule. Even if you have the liquor in a tamper-free bag, such as is provided at some European airports, it must be in checked bags on the way back to the U.S. if you are connecting. Of course, if you aren't connecting, then it isn't an issue since you don't have to go through another security check.
