Best AI for beaches and safe 19-25 ages

Am looking for a place in MX or the DR with a good AI program that has nice beaches, ready availability in RCI, and is safe for the 19-25 year old age group to be left on their own. Am looking at Riveria Maya, Cozumel, Mazatlan, Manzanillo, in MX. (LaRomana or Cabarete in the DR). Any other ideas and/or any input on any of the listed areas would be greatly appreciated. Thanks/
 
The Villa Group has a nice selection of AI optional beach resorts. We like the Arco in Cabo and Flamigos in Nuevo Vallarta. The Villa del Palmar`s are a little bit older but still very nice.
